Legislation and Grants

Legislation around building regulations, energy efficiency and carbon reduction could have an impact on your home. Our range of guides are here to help explain key legislation and provide advice on how this could affect you.

  • What is ErP? - ErP (Energy-related Products) Directive was launched in 2015 and is designed to help achieve reduction in energy targets.
  • What is the Decent Homes Initiative? - The Decent Homes Initiative was set up by the Government to ensure that all homes meet minimum standards.

The UK Government has introduced a number of funding schemes to encourage the uptake of renewable and low carbon technologies.

  • ECO (Energy Company Obligation) - the energy suppliers' obligation to provide insulation and heating packages to low income and vulnerable households and insulation measures to low income communities
  • Renewable Heat Incentive (RHI) - the domestic RHI is a Government funded financial incentive for households to switch to renewable heating systems.

Energy Companies Obligation (ECO)

In January 2013 the Energy Companies Obligation (ECO) was introduced in the UK with the aim of supporting people who live in fuel poverty and of reducing our overall energy consumption.

The scheme contributes around £1.3 billion every year to support projects where energy efficiency improvements are being made in low-income households and areas, and in properties that are harder or more costly to develop.

ECO works alongside Green Deal; together, the schemes will help the UK Government towards its target to reduce energy emissions by 20%.

ECO has three obligations:

1. Carbon Saving Community Obligation

This aims to provide insulation measures to households or areas of low income. 15% of a supplier's obligation should also focus on low-income households in rural areas.

2. Affordable Warmth Obligation

This provides heating and insulation measures to people living in private rented accommodation and receiving means tested benefits. The aim is to support low-income households who are more vulnerable to living in cold conditions, such as the elderly and disabled.

3. Carbon Saving Obligation

This covers the installation of measures like solid wall and hard-to-treat cavity wall insulation, which can't be financed solely through Green Deal.

Microgeneration Certification Scheme (MCS)

The Microgeneration Certification Scheme (MCS), supported by the Department for Energy and Climate Change (DECC), is an internationally recognised quality assurance scheme.  It demonstrates that products are manufactured to a high quality and that installers are committed to meeting rigorous standards.

MCS aims to:

  • Help build a rapidly growing Microgeneration industry based on quality and reliability
  • Provide consumer confidence that products and installers meet and continue to meet robust standards
  • Contribute to cutting the UK's dependency on fossil fuels and its carbon dioxide emissions

Renewable Heat Incentive (RHI)

The Renewable Heat Incentive (RHI) is a UK Government scheme set up to encourage uptake of renewable heat technologies among householders, communities and businesses through the provision of financial incentives.

There are two phases to the introduction of the RHI:

  • Phase 1: the introduction of the RHI for non-domestic installations in the industrial, business and public sectors.
  • Phase 2: the domestic element of the RHI was launched in April 2014.
